COMPREHENSIVE EVALUATION INDEX SYSTEM OF GEOPARK RESOURCES CARRYING CAPACITY OF CHINA

It is key to establish a reasonable comprehensive evaluation index system to evaluate geopark resources carrying capacity. This paper uses the earth system theory to define the connotation of geopark resources carrying capacity, applies the framework of VERP to select the indexes, and establishes the hierarchical index system. The tier one indexes include the earth, the natural environment and the social environment sub-systems. The tier two indexes include 12 indexes such as water, lithosphere, atmosphere, and ecosphere. The tier three indexes include 31 indexes such as water area, usable water resources, annual rainfall, oxygen content, scarcity and typicality of geological remains. This evaluation index system is of great significance for protecting geological remains and eco-environment and developing resources.

This paper,taking Tianjin for example,analyzes the situation of China‘smining rights market,discusses its tendency and presents suggestions for regime barrier in mining rights trade,trading platform limits and imperfect international mining rights market,attempting to provide references for China to make mining policies and to construct mining rights market.China needs to improve the functions of trading platform,especially via internet,and enhances the construction of mining rights market in deal-making,agency,evaluation,financing,etc.The trading system needs improving,letting market allocate resources and setting up afair,impartial,open and ordered international mining rights market.

Energy, as human and social necessity, can accelerate the economic growth, but can become a hindrance as it does not meet the economic requirement. Now China has a fast increase for energy during high-speed economic development. China has established our own energy strategy in order to guarantee economic-social development. This paper, from energy consumption, analyzes the energy consumption flexible ratio, intensity, and structure, presents some suggestions for reference.

One of hard points in transformation in mining cities is to rearrange large quantity of labors, which relates to many millions people’s benefits. The key approach to transformation in mining cities is how to transfer workers in the existing industries to new industries, how to ensure a social stability and how to promote a sustainable development. This paper based on a case study of Dongying city analyzes the main issues in labor transfer in petroleum industry and presents some suggestions.
